We are a fence company in Taylors, SC, covering the whole census designated place and the Greenville County ground around it. Taylors counted 23,222 people at the 2020 census, which makes it larger than several incorporated cities in the Upstate, and yet it has no city government of its own. That one fact shapes a surprising amount of what a fence job here looks like.

The community grew around the Southern Bleachery and Print Works, which opened in 1924, ran until 1965 and is on the National Register of Historic Places. It was a textbook mill village, with worker and supervisor housing, a two story general store, a school house and two churches. The mill buildings are Taylors Mill today, filled with artists, makers and a brewery, and a great many of the original mill houses are still lived in. Mill houses and golf course lots, three miles apart

The mill village core is old, small and tight. Original mill houses sit on narrow frontages with shallow back yards, close enough to each other that a fence run is measured in tens of feet and every neighbor can see all of it. Work there is short, precise and almost always about matching or meeting a fence that already exists. Chain link has been the material of record on those streets for decades, and a run of black vinyl coated fabric is a genuine visual upgrade for very little extra money.

A few miles away, Pebble Creek is a different world: a golf community of more than 430 homes wrapped around 36 holes across roughly 500 acres of woodland, ponds and creeks, with Edwards Forest and the other established neighborhoods nearby carrying similar wooded, mature lots. Those yards are larger, sloped in places and heavily treed, which means longer runs, stepped fence lines and hand digging wherever roots dictate.

North and west of that, the ground starts climbing toward Paris Mountain and grade becomes the controlling factor. A fence on a slope is either stepped, with each panel level and the line descending in stairs, or raked, with the rails following the ground. Which one is right depends on the material and on how much gap under the fence you can live with, and we settle it standing on the slope rather than over the phone.

No city hall means Greenville County rules

Taylors is a census designated place, not an incorporated town. There is no Taylors council, no Taylors zoning office and no Taylors fence ordinance. Property here falls under unincorporated Greenville County, where a residential fence does not require a permit at all. Height, placement and easement rules still apply, and the fence has to sit entirely on your own ground, but there is no permit counter to visit.

That is simpler than fencing inside the city of Greenville, where a front yard fence is capped at 3 feet and side and rear yards at 6. It also means the practical limits on a Taylors fence come from the plat and from your neighbors rather than from a code officer. South Carolina sets no statewide fence permit and no state height limit either, so local rules are the whole story.

Where covenants exist in Taylors they are subdivision specific. Pebble Creek and the other planned neighborhoods have their own expectations. The mill village streets have none. We confirm which situation you are in at the quote.

Clay, creeks and what they do to a post

Pebble Creek is named for its water, and that is not decoration. Creeks and ponds run through these neighborhoods, and the low ground beside them is wet clay that stays wet. Cecil series red clay dominates the Piedmont and is mapped across more than 10 million acres of it, holding its shape well but draining slowly. The Upstate takes about 48 inches of rain a year against a US average of 38, and the Taylors side of the county is no drier than the rest.

Post holes in that ground fill and hold. We set posts for wind load and saturated soil rather than frost, because frost depth in the Upstate is shallow and irrelevant by comparison, and we use ground contact rated lumber because South Carolina sits in one of the heaviest termite pressure zones mapped in the residential code. On the wettest sections of a Taylors lot, the honest recommendation is usually to change material rather than build wood down into standing water.

Does Taylors require a permit for a fence?

No. Taylors is a census designated place rather than an incorporated town, so there is no Taylors city government and no Taylors fence ordinance. Your property falls under unincorporated Greenville County, where a residential fence does not require a permit at all.

That does not mean there are no rules. Height and placement still have to comply with county regulations, the fence has to sit entirely on your own property, and it cannot encroach into a right of way or an easement. If your neighborhood has covenants, those apply on top of all of it. We check the lot for every one of these at the free on-site quote.

How do you build a fence on a sloped Taylors lot?

Two ways, and the choice gets made standing on the ground. A stepped fence keeps every panel level and drops the line in stairs, which suits vinyl and aluminum because their panels are rigid, and it leaves a triangular gap under each step at the downhill end. A raked fence follows the ground with the rails running parallel to the slope, which suits wood built board by board on site and leaves no gap.

On the Taylors lots running down toward Pebble Creek's water or up toward Paris Mountain, we usually step aluminum and rake wood. If you have a dog, the gap under a stepped fence matters, and we will either fill it with graded stone or recommend raking instead. We walk the grade with you before quoting so you know exactly what you are getting.

Can you match the chain link fence my neighbor already has?
