Do I need HOA approval before you build a fence in Fountain Inn?
In almost every subdivision built here in the last twenty years, yes. The covenants normally require written approval of material, color, height and placement before any work begins, and the committee has the power to make you take down a fence that went up without it. Building first and asking afterward is an expensive way to learn that.

The builder graded my lot flat. Why does that make fencing harder?

Cecil holds its shape well, which is useful, but it moves water slowly, so an undersized post hole in it stays wet long after the rain stops.
The fix is in the hole rather than in the fence. Wider diameter so the concrete has something to key into, depth set by the fence height and the wind rather than by habit, and a crowned collar at grade so water runs away from the post. Done that way, clay is an advantage, because it grips a footing far better than sandy ground does.
How soon after closing on a new house should I fence the yard?
Once the dirt stops moving. If the builder still has equipment crossing the rear of the lot, or final grading and sod are not finished, wait. Anything set in concrete before that work is done is a fence somebody has to reset later.
After that, going early has a practical advantage on a street that is still filling in. You set the line, and the neighbors who fence next year build to yours instead of the other way around.
